  Hi there,

  You can see free themes by going to https://wordpress.com/themes/free/.
  You can’t upload a custom theme without the Business plan. You can find out more about plans at https://wordpress.com/support/plan-features/ or https://wordpress.com/support/plan-features/#themes.
