Thank you for your question about installing your own theme on your site.
You will be able to install and activate any theme of your choice in the WordPress.com Plan that you currently have. To do so, you need to head to your site’s dashboard and on the left panel, please click on “Appearance” > then “Themes”.
From there, you will have a wide range of choices to pick from. You may choose from Recommended to Trending, and browse all the other selections that are available.
However, if you would like to install your own or 3rd party theme, you will need to be on either the Business or E-Commerce Plan in able to do so.
You will certainly enjoy a plenty good range of amazing features offered in Business Plan such as built in SEO Tools, access to install 3rd party Plugins and a wide variety of themes to explore with and make your site top notch.
