  How do I add a theme I downloaded (not on wordpress) without upgrading to business plan?

  If I get you right, you want to setup a downloaded theme on your website pulpytangerine.wordpress.com.
  If yes, I am afraid that its not possible without upgrading to eCommerce or Business plan.
