  Why can’t I activate a theme? Error message?

  Thanks for getting in touch. Taking a look now, I can see that your site picxssodesigns.ca is a self-hosted site, which is hosted over at Bluehost.

  Here on the WordPress.com forums, we’re able to offer support for WordPress.com sites. In this case, I’d recommend reaching out to Bluehost support on this. They should then be able to take a closer look at your site, and identify any issues that may be preventing you from uploading and installing your theme.
