Theme adjustments not found

I can’t adjust the appearence of the colour of my links on my blog Förortskärlek (in swedish).

I cant find “Temaiställningar” under “Utseende” (Appearence) and therefore it’s impossible to change the appearence of the theme I’ve chosen. On my other blog (http://forortshat.wordpress.com/) I can choose “Temainställningar” and change the appearance of my blog.
How can I find “Temaninställningar” whan I’m administrating Förortskärlek?

Someting must be wrong.
I have not bought CSS at all, but in one of my blogs I can still change the colours of my links under > Appearence > Theme Adjustments (that’s what ist’s called in swedish).But I can’t find this function on the other blog. I havn’t got CSS on either one of them.

@betongbella: The two blogs are using different themes. Some themes have Theme Options and some don’t. Some themes have link color in their options and some don’t. See here:
