Are you referring to the theme found here?
If so, that is a self-hosted theme, and one that we do not offer for blogs hosted at WordPress.com. However, we do offer over 200+ themes at WordPress.com that you can pick from here:
It looks like the Expound theme may be similar. You can check out that theme here:
