  I can’t change the background of my theme anymore. Suddenly I am told the capability to do this is part of a $99 package.

  I think you are confused or experiencing some type of glitch because of what I read here on your detailed theme description page https://wordpress.com/themes/afterlight/ Scroll down to “theme options” there please.

  It could be that you’d had the Custom Design preview enabled by mistake, preventing the custom background from saving. See this thread for more details: https://en.forums.wordpress.com/topic/color-change-not-working?replies=4
