    There have been issues with the theme customizer. However, you do not need to load the design tools unless you have the Custom Design upgrade. All of the very same functions can be accessed from your dashboard.
    Appearance > Header
    Appearance > Background
    Appearance > Theme Options (applicable only to some themes)
    Settings > Reading (set a static front page)
    Site Title and Tagline > Settings > General

    If you want to change themes on a free hosted WordPress.com blog you must be logged in under the exact same username that registered the blog and who is the Admin of the blog. Note that no content is ever lost when changing themes.

    Go to Dashboard > Appearance > Themes
    browse themes until you find one you like and click “activate”
    or type in the name of the theme you want to use and
    click the “activate” link when it appears

    After you change your theme all you need to do is go here Dashboard > Appearance > Widgets > Inactive Widgets and re-install them where you want them to appear. The widget contents and settings will be the same as they were prior to changing themes.

    If you do purchase the custom design upgrade http://en.support.wordpress.com/custom-design/ I suggest being sure you are using a browser and version of it found here http://browsehappy.com and enabling third party cookies and JavaScript.

    @apritchardnz
    private blog – can’t view it
    theme unknown
    custom design upgrade or not (unknown)

    @thialemon
    Newsworthy theme
    no custom design upgrade visible

    @happreciate
    Grisaille
    custom design upgrade is visible

    Exactly which browsers and versions of them are you using please? Check here if necessary http://www.whatbrowser.org/ and also post any error reports you get.

    For the first two, apritchardnz and thialemon, can you please go to Appearance → Themes → Customize → Colors and click the “exit the preview” link and then try again?

    @happreciate, your issue looks different to me. It looks like you were able to select a background pattern but the “tile” setting for it didn’t take. I would actually like to find out a little more about what recent settings you’ve changed if you can remember because I think it will help me track this down to document what’s happening. If you can, do you think you can reply back with what you remember about the order of steps you took to set your background? For example, did you try setting a background via Appearance → Background and then try Appearance → Themes → Customize → Colors → “Try Now” and then purchase the upgrade?

    However, you do not need to load the design tools unless you have the Custom Design upgrade. All of the very same functions can be accessed from your dashboard.

    Please, please report the issues you find with these tools instead of bypassing them!

    Thank you for the help. It did take eventually.

    @timethief, I will check out the ‘theme customizer’ tag!

    @happreciate, in your case, the settings in Appearance > Background compared to the settings in Appearance → Themes → Customize → Background. I haven’t figured out how to re-trigger that issue, but I’ve made a note for use to review this next time the background feature is worked on.

    In the mean time, re-selecting and re-saving the correct settings in the Appearance → Themes → Customize → Background panel should work to get both settings back in sync. Or if your blog is behaving like you want it to on the front end, you can just leave the settings alone for now. That would also make it so we can review your blog again in the future when this issue is re-visited.

    I have a similar problem with my blog (steelwhisper.wordpress.com). I use the Quintus theme and have a specific header image set. But the image won’t show since yesterday.

    @steelwhisper I’ve just reported the issue to our theme developers to fix. I’ll keep you informed.

    Thank you!

    @steelwhisper The header issue has been resolved. This is not the topic of this thread unfortunately.
