Theme design features missing with block editor

I only have a draft ready in the block editor but upon preview some features like the special image borders and centered caption treatments are missing as well as the little dotted lines after a post. I want to switch back to the classic editor which I have been using since 2009. I have 2 blogs, the first is my main blog:

There has been some changes made to the navigation interface on WordPress.com and if your account is one of those that has acquired the new feature, please follow this guide to access the Classic Editor , navigate to https://wordpress.com/me/account and activate the dashboard appearance as illustrated in the image below

About the image borders, is this by any chance what you are looking to achieve?

You can use the layout block to give the image a border and just its size in the block toolbar. I used the space tab to center the caption. Please let us know if this helps?

You can also add the border with CSS but it won’t look the same as you have it in your other blog. let me know if you want to try the CSS option.
Can you show me where you have the little dotted lines after a post, I did not see it on your blogs, I might have missed it.
