Theme Design page wont load

Hi- i am new to word press and i am trying to make some basic changes to the theme i am using and the design tools page wont load, making it impossible to customise.
help please

Provided you have CSS editing skills and are prepared to purchase an annually renewable custom design upgrade and do the CSS editing required you ought to be able to do this?

Well My Css skills are not the greatest and i did not want to purchase anything just yet as i have only just signed up to word press to see if i like it.
I want to change where my posts are directed to at the as i have created a new page for them.

The front page of the blog by default will display your posts (not pages) in reverse chronological order, with the most recently published post on top. If you do not want all the posts to show on the front page, then you can create a static front page called for example “Welcome” for your site and a “Blog” page for posts.

Choice 2 running page for all posts on front page
Which do you choose? It’s one or the other.
If you choose a static front page then you have to create two pages as I said above. After you do that you go to > Settings > Reading and make the designation change and click “save changes”. -
