  Is it possible for developers to create themes just for WordPress.com? I can’t find any rules or anything really. I don’t even know if it’s allowed. Just to clarify, I don’t want to create a theme just for my site. I want to develop a theme for use by the whole community specifically for this site.

  It’s possible, but there’s no guarantee that your theme will be approved by staff, and if it isn’t, you’ve just wasted all that effort. Probably a better way to go is to create a CSS skin for Sandbox that people can just drop into their CSS. That doesn’t need anybody’s permission.
