  I have just download one manual theme but it did not installed in this websites

  Hi @radhe9566,

  To be able to install a Custom theme with WordPress.com, you need to be a Business Plan user. If you decide to go with the Business Plan you can easily install any Custom theme by using these guidelines:

  The other option to use a Custom theme would be by opting for Self-Hosted WordPress platform (only WordPress software using WordPress.org). You can learn more about the differences here:
