Theme/Edit Page

Me and a friend of mine were working on starting and building our websites and we started to notice that our pages all looked a little different especially the theme editor page. When I pick a theme/template to build off of it doesn’t even load in the placeholders, it’s pretty much blank with a background color. Any ideas on what is causing this?
Even under the appearance tab, my friend is given ‘themes’ ‘Editor’, and ‘customize’ as options and I have 9 option like ‘widgets’, ‘header’. ‘Additional CSS’ to just name a few.WP.com: Yes
