theme editor completely disappeared – cannot make website mobile friendly

  There is no way to access php via appearance
  I can type in the link manually but it says do not have access

  I need to do this as css and javascript issues on mobile from trying to upload code. Seeing countless issues of a similar nature but no fix.

  Have tried endless code updates to get my code working on mobile but it just keeps showing as code. Is there any fix?
