Users are not allowed to upload themes on wordpress.COM, so you will not be able to use a theme you purchased anywhere other than than on the WordPress.com theme page (http://theme.wordpress.com/) there are premium themes available for purchase, but the set of themes available for WordPress.com is smaller than the set available for WordPress.org.
If you want to use a purchased theme you’ll need to setup a self-hosted site.

That question is a bit outside the scope of what we can answer here–we are totally focused on WordPress.COM blogs. However, if you visit
http://wordpress.org/support the nice people there will take good care of you.
Note–it’s a totally separate site, even though it looks a little similar to this one, so you’ll need to create a new username and login.
