theme formatting is missing

I recently started to use word press to build my homepage.
I have two questions.First, I found that style.css file is empty.
Could you explain why this is empy?
I couldn’t see anything in this file.Second, I added some codes in style.css and then theme formatting is missing. So I again deleted the codes, but it didn’t recover previous setting. So theme formatting is missing now.
How can I restore previous theme formatting?I need your helps.
