  It’s not a free hosted WordPress.com blog theme and those are the only blogs we provide support for here. The only themes you can use on a free hosted WordPress.com blog like http://drkcbugg.wordpress.com/ are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/

  There is no FTP access to our free hosted WordPress.com blogs. Also note that there is no upgrade you can purchase that allows FTP access and the ability to install themes or plugins. Those with WordPress.org installs have FTP access and can install their own themes, third party themes and plugins. http://support.wordpress.com/com-vs-org/
