  Hi, you won’t be able to upload and activate a custom theme on WordPress.com. You may be thinking of the self-hosted version of WordPress (WordPress.org):

  WordPress.com vs. WordPress.org

  Available themes can be found in WordPress admin –> Appearance –> Themes.

  You can also browse available themes through this page:

  http://wordpress.com/themes/

  There is no upgrade you can purchase from WordPress.com that allows FTP access and the ability to upload any plugins or third party themes. If you require them then hire a web host http://wordpress.org/hosting and set up your own WordPress.org install with free software from http://wordpress.org
