  Hi, I’m very confused between the plan so if we want to install plugins and themes can we upgrade site to personal or premium plans

  Hi there,

  In order for you to install plugins and use premium themes, you’ll need to upgrade your Plan . Upgrading your site means you’ll have access to more features such using plugins with the Business Plan.

  Sites on the WordPress.com Personal plan can purchase a specific Premium theme to use. Those with the Premium or higher plan have unlimited access to all of the Premium themes. Sites with the WordPress.com Business plan or higher can upload third-party or custom themes to their website. Read more about it here:
