I also need to add/edit CSS, javascript, images etc. There is no option in add theme in admin section. Also there is no option in admin to edit theme files.

You are confusing what you can do on a wordpress.ORG software install on paid hosting and what you cannot do on a wordpress.COM hosted blog.
That add new theme button exists only on self hosted wordpress.ORG software installs. It does not exist on wordpress.COM hosted blogs.
CSS editing here requires a bundle of upgrades.

The “add new theme” option does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. You need to have a wordpress.ORG site on paid hosting https://wordpress.ORG/hosting to run woocommerce. You cannot run it on a wordpress.COM hosted blog where we bloggers cannot install plugins.
