  With a free site you can install any of the themes found at
  https://wordpress.com/themes
  Any other theme you find on the Interweb are designed for sites hosted elsewhere using the WordPress.org software. They can be used here at WordPress.com by upgrading to a Business plan.

  When you say they can be used here, do you mean, they will be hosted on wordpress?

  ?? An external theme can only be uploaded to a WordPress.com site that has a Business plan.
