That button exists only on WordPress.ORG software installs and not on WordPress.COM hosted blogs.

Get a refund from the designer you bought the theme from if you intend to remain hosted here. The only themes we can use on WordPress.com blogs are licensed and adapted to run on our multiuser software are the themes found here http://wordpress.com/themes/

There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
    upload any third party themes,
    create child themes,
    create our own themes,
    edit templates,
    create own own layouts,
or use stylesheets from other themes.

    Relevant support docs:
    http://en.support.wordpress.com/ftp-access/
    http://en.support.wordpress.com/themes/adding-new-themes/

There is no upgrade you can purchase that changes that.

WordPress.org offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

If I upgrade my blog to next level, would I be able to just add new theme?

As timethief said, no WordPress.com upgrades allow you to upload a theme on WordPress.com.

    “add theme” button @.@

Those tutorials apply only to self-hosted WordPress sites, where you run the WordPress software on your own host. They don’t apply to sites running here on WordPress.com.

You can learn more here about the difference between self-hosted sites and WordPress.com:

    WordPress.com vs. WordPress.org

If you’d like to stay with a site on WordPress.com, let me know which self-hosted theme you liked and I’ll see if we can find you a similar theme here.
