Seems like Step 2 of using wordpress after paying is frustration.
Tried activating two different free themes and get the same error
‘Theme not yet available for this site’
So why are they offered as themes?WP.com: Yes
Jetpack: No

I’m sorry to hear about the trouble you’re facing while trying to activate the free themes for your site. Usually, this sort of message might appear if you’re attempting to use a theme that is not compatible with your plan.
In the majority of cases, all free themes should be available to you. However, it’s worth noting that there are a few themes, specifically some premium ones, that can only be used if you have upgraded to a Premium, Business, or eCommerce plan. You do have a business plan on this account.
Here are some steps you can try to resolve this:
1. Try activating the theme directly from your WordPress.com dashboard by going to My Sites > Appearance > Themes.
2. Remember to clear your browser cache afterward – sometimes old data stored in your browser can cause issues. Here’s a link on how to do that:

3. If you still cannot activate the theme, it would help if you could share the names of the themes you’re attempting to use. You can also try searching for the theme by name directly in your dashboard’s theme section.
