We provide support only for blogs hosted by wordpress.COM and no others. The only themes that can be used on blogs hosted by wordpress.COM are found here https://wordpress.com/themes/
There is no FTP access and no blogger installed plugin capability or third party or custom theme capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Be sure to read the differences here http://en.support.wordpress.com/com-vs-org/ Get hosting here http://wordpress.org

If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

Try checking with your local WordPress group if there is one in your city. They may be able to help direct you. Other than that, you can also try asking in the volunteer-based WordPress.org forums at http://wordpress.org/support/ to see if anyone there knows the best way to find a reliable WordPress developer for hire.
WordPress.com and WordPress.org are different ways of setting up and managing WordPress and each one has different restrictions. On WordPress.com for example, there is not an option to use a custom theme and that’s why I’ve suggested asking at http://wordpress.org/support/
