Theme Sela: Remove blank Lines/Spaces in Header & Static Front Page

  I am using the Sela Theme.
  I want the Header to be
  1 blank/white line; 1 tagline; 1 blank/white line. then the menu bar.
  Static Front Page should be
  1 blank/white line; The page; 1 blank /white line; 3 footer widgets
  No additional space between the header, menu bar, and static page.

  How do I eliminate all of the white line/spaces?

  Thank you in advance for all your help. As you can see I am a beginner and I am not utilizing everything Sela has to offer.
