  Themes designed to run on wordpress.ORG software must be GPL licensed to be considered for adatptation and presentation to wordpress.com users . Themes that have sponsored links will not be considered. The theme you suggest does not only have a web designers link in the footer. It has sponsored links as well. This is what I see in the footer: “Designed by 32red casino. Code by Virgin Bingo | Virgin Casino | Play Deal or No Deal”.
