  You are not allowed to upload any custom themes unless you have the Business plan.

  Please check https://wordpress.com/plans/ and consider upgrading if you have interest.

  As a Business plan user you can also upload your own custom theme to your blog via the Appearance feature. Note that custom theme authors usually have their own support forums and FAQ pages, so sometimes you might have to look for answers on their site.
