  Themes upload feature can not upload a theme

  The blog I need help with is: (visible only to logged in users)

  Hi there,

  Only sites with the WordPress.com Business Plan are able to upload custom themes-
  https://en.support.wordpress.com/themes/adding-new-themes/

  Other sites can select themes from the WordPress.com theme directory-https://wordpress.com/themes/
