  I do not want to upgrade to a Business plan at this times. but i want to add s premium theme,but why i do not upload my theme without upgrade a business plan

  You can purchase any of the premium themes we offer at WordPress.com/themes without having to upgrade to a paid plan.

  But if you want to install a theme that you bought or downloaded somewhere else on the web, that is only possible on our Business Plan.
