  Howdy djmindmusic!
  To be able to Upload Custom Theme you need to be subscribed as a BusinessPlan User. If you are any other plan subscription you can use the in built Themes with WordPress.com
  Also, note as a Business Plan user you will get access to Live Chat as well.
