Theme with specific navigation menu

I’m very new to wordpress but am familiar with html and css. Is there a theme or plugin that would allow me to create a navigation menu as shown in the header image here https://amb4678.wordpress.com/ ?

Plugins and third-party themes can’t be installed here at WordPress.com.
Instead, we have the functionality of many plugin built in and offer a great variety of themes that can be activated from our repository.
It’s only possible to install plugins or third-party themes with sites that are hosted elsewhere and running on the free software available at WordPress.org.
The differences between the two types of WordPress (WordPress.com and WordPress.org) is a common and understandable point of confusion. I recommend the following guide, which gives a good overview on the two, if you’re unsure:
As to your question: We don’t have any themes in our repository that would enable you to exactly replicate the look of the menu in your header image.
We do have a couple of free themes that include a side menu, like Syntax. A few more of our Premium themes also have a side menu, including Label, Notebook, and Designer.
If you’re looking to edit a theme’s HTML to replicate the design of the menu in your header image, then that’s something that can only be done if you move your site elsewhere and use WordPress.org.
Here at WordPress.com, you’re able to add custom CSS if you have a WordPress.com Premium or Business plan but are not able to edit a theme’s HTML.
