I see a lot of wordpress themes around that are not the default ones. Does one have to buy the CSS upgrade to use those?

It’s likely that the themes you’re seeing are blogs that run on WordPress, but not at WordPress.com. If you host WordPress for yourself, there are hundreds of themes you can use and tweak, or you can write your own.
Here at WordPress.com, there are “only” a few dozen themes available. Once you’ve chosen a theme, the changes you can make to it are limited. Some of those changes do require the CSS upgrade.

If you are hosted at godaddy, you can install any theme you want, but since you are not hosted at wordpress.com (these forums), you can find answers to all the questions you have at:
http://www.wordpress.org/support/

I just have it forwarding to wordpress at the moment. godaddy’s support is dicey at best.
