  There are many nice theme under the title “design”, which I would to incorporate into my blog. I just can’t figure that out. Is that only available to the upgraded WordPress option? I am using the WordPress.com version.

  No, those are available to everyone. Find the theme you want to use, click on the theme thumbnail and the screen will change to show you a preview. In the upper right hand corner of the screen, there is a link to activate the theme. It is just slightly lighter than the background so it is a little hard to see.

  The only issue I know of is that Safari 2.x will not show that link. If you are using Safari 2.x, my suggestion is to download and use Firefox as it has virtually no problems with WordPress. You will run into other issues with Safari 2.x here at wordpress, if that is the browser you are using.
