Ok, I’m having many issues.
1. I cannot login with my user name on my laptop, only thing that work on my laptop is my email address. User name works with my iPad.
2. When I click on Appearance them click on Themes, I do not get any options to Add New. Rather, I get a bunch of themes that I don’t want. I would like to install a WordPress theme that I found on another site. Can anyone help me so I can use my laptop to install themes?

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.

You cannot install any custom theme or any third party theme into any wordpress.COM hosted blog and there is no upgrade that changes that. The “add new theme” option does not exist on any WordPress.COM hosted blogs. You are confusing WordPress.ORG software with WordPress.COM hosted blogs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.

Ok. So I have not used WordPress.org. I have only signed up with the .com. The fact that I do not have a .org account is even more confusing because like I said, I can only use my user name, Fashionislife on my iPad. I cannot login to this account using my laptop. I think once I get the login to work I’ll be good as far as themes go.
