  Hi there,

  Are you using the Business Plan? Currently, the capability of uploading custom themes on WordPress.com is just for the Business plan users. Therefore, if you are not the Business plan user, you can’t upload your custom theme.

  Hi there,

  Hope you are doing great.

  Uploading theme feature is available only with “Business” plan. Please make sure you are using a “Business” plan to host your site. If not, please upgrade your plan.
