  Why cant upload a new themes????

  Hi there,

  WordPress.com doesn’t offer feature of uploading themes for Free, Personal or Premium plans. It is mandatory to purchase a Business plan in order to upload themes of your choice.
  Only business plan provides the feature of uploading custom themes.

  Hi mandrajaya,

  As krutidugade mentioned, custom themes can only be uploaded using the Business plan. Your site currently uses the Free plan so you would need to upgrade in order to use this feature.

  However, there are lots of Free and Premium themes to choose from in our Theme Showcase:
