  There will be an announcement on your dashboard each and every time the official wordpress.com blog post in published. Every new theme whether free or paid will be in those announcements on the blog to which noirciplume has linked above.

  New bloggers must learn how to rely on resources, tools, and search utilities and wherever possible answer their own questions. There are readily available resources and tools they can use to accomplish this.

  As you are new to WordPress.I can recommend a comprehensive tutorial. The Learn WordPress.com tutorial is divided into progressive levels and presented as a series: http://learn.wordpress.com/

  I would also suggest that you become accustomed to using the searchbox located in the support documentation http://en.support.wordpress.com. It provides results from both the support documentation and from forum threads.
