  An idea I had for themes is that any and every theme can have a banner, it would go where the text is for the title if there is one.

  Most themes here are developed by individual designers not associated with wordpress. Each theme designer makes their design decisions based on their vision. Some themes have headers, some themes do not. If you want to add a banner/header to a theme that does not have one, then you can learn CSS and get the CSS upgrade and you can make it as small or as large as you want.
