  Before I get started with a new website im going to build I would like to know what wordpres package do I need that would support ‘Envato’ Themes . ?

  You’d need a Business plan if you require a theme on a site here at WordPress.com that’s really designed for sites hosted elsewhere that use the wordpress.org software: https://wordpress.com/support/com-vs-org/
