  Hello, I have purchased a theme from theme forest, I want to import it into my website, however it says that I need to upgrade to a business account, is that true?

  Yes if you wish to use it on a site here at WordPress.com. That theme is really designed for sites hosted elsewhere that use the WordPress.org software.
