  Why can’t I upload a FREE wp theme?

  Hi there,

  Custom themes can only be uploaded on WordPress.com if you have the Business Plan Upgrade, below link will help you to upgrade your plan:
  https://wordpress.com/business/

  If you do not want to go with the Business Plan and use the free plan, then WordPress.com has hundreds of available themes that you can activate (many for free), and they are found under Appearance > Themes
