I have my Lemmoch account in wp-admin and I can activate any theme I want, I made another website with a registered domain through the same hosting service that I use for my Lemmoch account, but I cannot activate any theme. I really would like to activate a theme and continue creating my site, can anyone explain the problem to me please?

I am having issues installing the Barnsbury theme on an external host, i have the child theme and parent theme but when both installed it still shows no css or content, is there an option of importing demo data so its exactly like the version on your WordPress servers, for easier and quicker modifications?

No, that’s not possible. Even if you import the content the layout cannot be carried over. You can recreate the layout of that theme by looking at its demo page:
