  I need a simple blog with a sidebar that can show a tagcloud. Which is the simplest free Theme that supports sidebar with tagcloud?

  Hi! The tag cloud is its own block:
  https://en.support.wordpress.com/wordpress-editor/blocks/tag-cloud-block/

  This means you can add it to any theme which offers a sidebar.

  You can find some example themes with sidebars here:

  It might be worth looking at Stewart and Rainfall in particular:

  In order to add the tag cloud into the sidebar of one of these two themes, you would need to go into the Site Editor which is located at Appearance > Editor (beta).
