themes and plugins

I previous had a blog setup under wordpress.com which I cancelled because I couldn’t upload additional plugins i.e. travel map.
I then started a new blog with wordpress.org and discovered I cant use the premium theme I purchased under the wordpress.com site.
I now purchased my own domain name from a third party which is .net therefore where do I go to use my premium theme and additional plugins not avail under the wordpress.com site..
I then downloaded wordpress from wordpress.org I then went to install my theme but it doesn’t allow premium themes only wordpress.com allows that.
Therefore, wordpress.com doesn’t allow to upload plugins and wordpress.org doesn’t allow premium themes..

Yes, this is correct, Premium themes from http://wordpress.com/themes are to use at WordPress.com only, and you can’t add/install your own plugins or install your own themes.
If you need to install plugins you have to use WordPress.org and buy a new theme.
