Themes for outside WordPress

I have been told two different things about themes. One tells me that I can use any theme I can find from other theme creators (not the ones found on WordPress) on my Personal site but another says I can only do that with a hosted site using WordPress.org. I’m not intending to change anytime soon and I tend to believe the latter but would like confirmation.

Hi @tonyhuby – if your site is hosted here on WordPress.com under the free plan or Personal plan, you can activate on your site any of the free themes or purchase any of the Premium themes found in our Theme Showcase at https://wordpress.com/themes/
If your site is hosted here on WordPress.com under the Premium plan, you can activate any of the themes, free or premium, found in the Theme Showcase
If your site is hosted here on WordPress.com (sorry for repeating myself) and you have either the Business or eCommerce plan, you can not only activate any of the themes in the Theme Showcase, like the Premium plan, but also install 3rd party themes, preferably themes that have been vetted from the ORG theme depository.
