  Are the themes here for free
  https://wordpress.org/themes/

  I mean for example in the “personal” plan, it was mentioned “dozens” of free themes. Where are they? I want to make sure that they include what I want and that I don’t need to buy a theme

  The themes included in your plan can be found here:

  https://wordpress.com/themes/.

  What you see on the WordPress.org library are mostly third-party themes. To use those, you’d need to download them and upload them to your site – plan Business is required for that.
