Questions 1: Do i need to upgrade plan in order to use themes and plugins?
Questions 2: if i buy domain and hosting from 3rd party and connect it to my wordpress,
can i use themes and plugins in wordpress?Questions 3: If i subscribe to theme.co, can i use the themes with my free wordpress?

WordPress.com Free themes you can use without any upgrade.

You can buy WordPress.com premium themes separately or unlock all premium themes by upgrading to WordPress.com Premium or Business Plan.
https://wordpress.com/themes/premiumWordPress.com provides many built-in plugins. Few plugins need Premium and Business.com plans. If you wish to upload any other plugins then you will require Business Plan.
Questions 2: if i buy domain and hosting from 3rd party and connect it to my wordpress,
can i use themes and plugins in wordpress?You can map your domain here at WordPress.com using domain mapping. You will need to have any of the paid plan of WordPress.com to be able to map your domain.

You will need to have Business Plan upgrade in order to upload themes you buy from elsewhere.
