themes & widgets to display titles instead of posts when you click a category

If the user clicks a category widget, I want them to see a dropdown of available posts. I also want to control the order those posts, in order to tell a story. Is this an option, either using the Elegant Grunge template for wordpress.com, or some other template?

Am I asking the right question? I assume that many wordpress bloggers have lots of categories and lots of posts.
Can you suggest a blogging application/Wordpress theme/custom widget which is ABLE to display post titles in a dropdown after the user clicks the category?
Should I conclude that I will have to use an application other than WordPress.com to host my blog?

In the majority of themes, posts in category or monthly archive pages show up just as they do in the main posts page. But in some themes only the beginnings of posts are shown, and in a few themes you only get titles or thumbnails. Category/archive pages: full posts or not
