Themes with blocks and one page layouts

I’m building my site and I’d like to know if there are any themes that fit what I envision.
Firstly, I’d like a theme that has a static page option, that scrolls down over a background image, with blocks along the way for the reader to click and find other pages in the site. Like this site: https://www.jillshalvis.com/
Secondly, I’d like the blocks to be responsive and move a little as the page scrolls. I’ve seen this with some themes, but when I load the preview, the site is plain and minimalistic.
What am I missing? Is there a reason why the theme looks a certain way on the thumbnail but previews completely differently?
