  I downloaded a theme fromt he wp website. and I don’t know how to upload it to my theme bank on my wp website. so that I can apply it to my website.

  what do i do?

  If your blog is hosted at wordpress.com, you can only use the themes in your dashboard under Design.

  If you’re hosted elsewhere, you need to ask at wordpress.org/support.

  you can upload it in the wp_themes folder in your sys or server,
  But you don’t have to upload the new theme in wordpress server,

  @iscard, you cannot do that here at wordpress.com. We cannot upload themes here at wordpress.com.
